Fanless means no spinning fan: 0 dB from the PC, with heat leaving through the case. That is the right machine for a bedroom, a TV stand, or a desk where a whine bothers you. It is the wrong machine for long all-core jobs. Passive boxes are usually Intel N-series, and they are comfortable on Home Assistant, Plex direct play, office work, and a handful of containers.
Quietest is a weaker word. A large, slow fan can be nearly silent and still cool a stronger Ryzen. If the pool has listings that actually say fanless, those are the picks. Anything else can be described as low-power, never as silent, and never as 0 dB.
