Home Assistant on its own is a small job. An N100 or N150 with 8GB runs Home Assistant OS, a normal pile of integrations, and modest extras. Choose 16GB if you also want Frigate, a long history database, or several add-ons that do real work. A Ryzen box is optional, not the default.
Install HAOS on the metal when this PC’s only job is the house. Use a Proxmox VM when the same machine should also run Plex or other containers. Leave a USB port free for a Zigbee or Z-Wave stick, and prefer Ethernet over Wi-Fi for the hub. The picks should stay near that bar instead of drifting to the fastest PC that happens to be on sale.
